The Rectors’ Conference of Finnish Universities of Applied Sciences Arene recommends that teachers and researchers working at universities of applied sciences favour publication channels that comply with OA publishing policies, including Open Access journals and serial publications in each field of education. The Ministry of Education and Culture encourages OA publishing through its funding model. In the funding model for 2025–2028, open access publications receive a weighting of 1.2.
